fix: fixed bug that newly created projects cannot be edited until reload

Dennis Collaris requested to merge fix/new-state-rw into main

I opted to separate the default/fallback RW settings and the ones used for a new savestate. Frontend now assumes that any new savestate we have RW access to. I think thats a fair assumption, right?
