Adds cytoscape klay, dagre, elk, fcose, cose-bilkent, cise to the layout library

Was only used for trying nx's publishable library functionalities.

Several (potentially even external) libraries might want
to use our mock data and some utils. I pulled them
out into a lib with a package.json

This reverts commit 2c26f4ed.

This feature introduces @graphpolaris/shared/graph-layout with
four layouts (circular, noverlap, random, forceatlas2)

Shows how to apply layouts to graphology graphs in the schema.

Before the commitlint config for angular was used now we
use conventional (adds e.g. chore as a type, which I use very
often)

Changes from web/components folder location  to just /components.
This change can be done since the app has now the prefix web-graphpolaris

To follow the convention outlined in https://medium.com/showpad-engineering/how-to-organize-and-name-applications-and-libraries-in-an-nx-monorepo-for-immediate-team-wide-9876510dbe28 we need to update the app names and prefix with the intended deployment environment (web, windows, react-native)

This test failed until now to provide at storybook component as the redux store was not accessible.
